More Public Policy
The Rosenkranz Foundation served as catalyst for, and provided funding and advice on the publication of Democracy by Decree: What Happens When Courts Run Government (Yale University Press 2003).  The book argues that a wide range of state and local institutions—schools, welfare agencies, prisons, roads and sidewalks—are managed pursuant to court decrees rather than by elected officials, who have lost the power to strike a balance between competing interests and to allocate limited resources wisely. Widely cited and discussed, the book’s ideas are reflected in a legislative proposal now pending before Congress. 


The foundation has also provided major funding for The Million Vote Mandate (2008), a report from Policy Exchange and Localis.  Boris Johnson was elected mayor of London with the considerable popular mandate of over 1 million votes. This report looks at the big issues Johnson will face in his first term.  Written by some of the foremost experts and commentators on London politics, The Million Vote Mandate focuses on the style of mayoral government and the potential for reforming London’s governing institutions; the delivery of large infrastructure projects such as Crossrail and the Olympics; how the mayor can use his power and influence to combat the rise in violent crime; and how he can use his power to improve the quality of life for Londoners and learn lessons from New York City government.
